U.S. President George W. Bush, gunning for Hispanic votes in the November presidential election, has finally taken action on millions of illegal migrants, many of which make dangerous harder crossings with smugglers called coyotes. Bush's answer seems designed to frustrate. Immigrants get amnesty and some labor rights if they register but must eventually go home.

"You are asking people who are undocumented to come forward, declare the fact that they're undocumented, and then expose themselves to possible, perhaps even probable, deportation."
