BANCO BILBAO VIZCAYA ARGENTARIA, a Spanish bank, said it would spend US$70 million to build an information technology center in Chile that will oversee the bank's pension funds in Latin America. The bank said the center is part of a plan to improve technology and efficiency in Latin America.
