The papers in this issue's forum were initially prepared for
presentation at a conference on "State and Local Finances After the
Storm: Is Smooth Sailing Ahead?" at the Urban Institute in
Washington D.C. in March 2007. The conference was hosted by the Urban
Institute-Brookings Institution Tax Policy Center and the Kellogg School
of Management and the Institute for Policy Research at Northwestern
University and was sponsored by the Lincoln Institute of Land Policy.
