Single European Sky legislation will be revised in the light of the
conclusions of a new report by the "high-level group on the future
aviation regulatory framework recently submitted to European Commission
Vice-President Jacques Barrot, who is also Commissioner for Transport.
The report contains 10 recommendations and a roadmap with concrete
measures on how to boost the performance of Europe's air traffic
management system. The report calls For the appointment of an Aviation
System Coordinator to promote actions in the field of capacity both in
airspace and at airports. Airlines cautiously welcomed the report. IATA
noted that over the past 15 years, there had been For too many reports
and far too little progress". Key elements of the report relate to
the further empowerment of Eurocontrol--prompting the AEA to warn that
"expensive fragmentation must not be replaced with expensive
bureaucracy and to note that "particular attention had to be paid
to Eurocontrol ... an organisation with sky-high costs and no incentives
to reduce them".
