The U.S. embargo on Cuba has been a failure in its stated goal of regime change, and Cuba has found ways of earning foreign exchange that do not involve the United States. As Cuba's tourism industry continues to expand, the chief outcome of the embargo has been that U.S. interests have been excluded from a potential business opportunity. Connections established through tourism may be one means of thawing relations between the two nations.
