Sheshunoff Information Services (Austin, TX) has begun the
publication of the "Journal of Payment Systems Law," a new
journal that is designed to be a guide to the legal implications of
conducting business under the new laws and regulations relating to
payment methods. It will be published eight times a year and an annual
subscription costs $377.
Articles and regular columns in the new title examine developments
in the law relating to the alternative systems including
person-to-person money transfer systems (PayPal, etc.), electronic
benefit cards, electronic gift cards, ACH networks, point-of-sale
systems, debit cards, credit cards, ATMs, paper checks, cash and
electronic fund transfers as well as such related issues as privacy
demands and anti-money laundering.
Content also includes information on federal and state laws and
regulatory developments that affect payment systems, such as the UCC,
the Electronic Funds Transfer Act and the Expedited Funds Availability
(EFT) Act, limiting financial institution's exposure to fraud,
forgery and hacking, and developments related to Check 21.
Recent content included articles on: SEC guidance on use of client
commissions; judicial decisions governing the collection of bank checks
and other payment vehicles; analysis of the legal principles under the
EFT Act; federal banking regulations; and, new statutory and case law
requirements affecting operations.
