Muller apparently set aside the nearly completely manuscript for this work in about 1963 and it was only recently discovered in his papers. The editors provided an interpretive introduction and brought the manuscript through the last stages of revision, recognizing Muller had prepared an advanced and comprehensive treatment of permafrost and associated engineering problems, with a full review of permafrost science, logistics and procedures to use when conducting engineering projects (including drilling, mining, erecting buildings and providing for sanitation), a select bibliography and a glossary. The result is a high-level "how to" guide, complete with period photographs and what appear to be modern line drawings. This should be useful for paleontologists and archaeologists as well as engineers.
