Finally, the CDLC approach taken in Shanghai is, to say the least, intriguing. Although economic development has occurred at a pace unimaginable even two decades ago, it is still difficult to predict whether we are seeing a new model of city innovation, a set of lessons regarding a failed approach, or an interesting experiment that will serve to strengthen some theories of regional innovation and invalidate others.
