Verizon Communications Inc. will sell rural wireline operations in 14 states to Frontier Communications of Stamford, Conn., in a deal worth about $8.6 billion. Verizon plans to sell about 4.3 million access lines. The deal means Arkansas' largest telecom Windstream Corp., with more than 3 million access lines, will have a heftier rural competitor.
