The six commissioners on the U.S. International Trade Commission have unanimously agreed that yet another U.S. industry is being materially harmed by Chinese imports. On July 15, the ITC voted 6-0 that imports of "non-motorized, tow-behind lawn groomers" from China are "threatening" the U.S. industry with "material injury." The ITC says China is subsidizing these residential lawn groomers and that they are being dumped into the United States at less than fair value. Tow-behind groomers include lawn aerators, dethatchers, spreaders and sweepers. The ITC started the investigation on June 24, 2008, at the request of Agri-Fab Inc. of Sullivan, Ill. It will provide copies of its final report on the issue on August 17. To order "Certain Tow-Behind Lawn Groomers from China" (Investigation Nos. 701-TA-457 and 731- TA-1153 (Final), USITC Publication 4090, July 2009), send an e-mail request to pubrequest@itc.gov or call 202-205-2000.
