The Little Rock general contractor on the project is working with Welspun to get the outstanding pay disputes resolved.
"We're working with them to balance all the accounts, and they in turn have to get management approval," said Lewis May, CEO of May Construction Co. "They have a very involved system that we don't commonly see, but we think we have everything worked out."
Another insider's interpretation is that Welspun can't get requests for payment turned around in 30 days. The company reportedly has had issues with timely payment from the get-go, and the issue finally has come to a head now that the project is completed.
Rajesh Chochani, assistant vice president with Welspun, downplays the subcontractor liens.
"This is a massive project, and it takes time to reconcile," he said. "We have been working on this for quite some time now."
Regarding the breach of contract suit by Entech, Chochani said, "We were shocked and surprised. They submitted the paperwork after the project was complete."
