An agency of the World Bank undertook the study reported to fill a perceived gap in knowledge about the lessons to be learned from nearly two decades of reform in sub-Sahara Africa's export cotton industry. Of particular concern is growing resistance to reforms because many people imagine that such measures as privatization and liberalization do not benefit small farmers. The report considers such aspects as the market context, a typology of African cotton sectors, input credit and extension, the valorization of seed cotton by-products, yields and returns to farms, and cost efficiency of companies.
