William is obviously trying to cover up the incident by inciting Wangsa to falsely report the cause of his injury. In doing so, William can avoid reporting it to MOM and thus evading the demerit points and fines for unsafe practices and compensation benefits that Wangsa is entitled to under the Work Injury Compensation Act.
William and Ah Loke have both committed an offence for failing to report an incident to MOM. They are liable to a maximum fine of $5,000 if this is their first offence or a stiffer fine and/or jail term for subsequent offences.
As Wangsa is highly likely to be physically and emotionally traumatised after getting injured, and disturbed by William's threat to repatriate him back to China, he may be in a confused state of mind and thus obeyed William's instruction to lie about his injury. This also demonstrates his ignorance of the protection that the legislation provides. However, Wangsa should still be entitled to some form of compensation, albeit lesser than the original computation to penalise him for making a false statement and failing to don proper equipment while working. The amount could be in the region of $10,000 to $15,000.
