DECISION UPHELD: A state appellate panel upheld a lower court ruling overturning an L.A. ordinance requiring new owners of grocery stores to retain existing workers for 90 days. In a major victory for grocery store owners, the three-judge panel said that the city intruded into the state's jurisdiction by passing the ordinance. The city ordinance, enacted in 2005, cited health and safety reasons for the restriction, but opponents argued the ordinance was geared toward protecting organized labor interests.
