EXCHANGES between the Scottish and UK governments over the Lockerbie bomber's bid to return to Libya were due to be laid bare today.
Documents were being published on both sides amid growing tension between the two administrations over the handling of Abdelbaset Ali Mohmed Al Megrahi's case. It was reported at the weekend that Jack Straw decided not to exclude Megrahi from the prisoner transfer agreement in view of the "overwhelming interests" of the UK.
