Russia is expected to have 230-250 cars per 1,000 people by the year 2005, compared with about 120 cars in 2001, or only 70 a decade ago, Minister of Transport Sergei Frank said that this forecast "is quite comparable with European indicators". The Minister emphasized that approximately $4 billion has been spent in the country in recent years on the acquisition of new motor vehicles alone.
When speaking about commercial motor vehicles, the Minister said "practically all mounting freight traffic objectively gravitates towards rapid and flexible transportation by road." In 2001, the automobile transport accounted for more than 90 percent of the entire increment in the scope of internal transportation. In this connection Sergei Frank pointed out the need to create an adequate mechanism for financing the maintenance and development of the road infrastructure.
