Should I cold call or meet with potential customers directly to market my business?

We are a small and new website design company with only 4 months in business. Most of our clients have come from referrals and our experience and contacts through networking. With a small marketing budget, we are looking to grow our business through cold calling on local small businesses. Unfortunately, we have had bad luck with salespeople who just don't feel comfortable on the phones or walking in to businesses. Do you have any ideas?
An in person meeting is always preferred if possible, then you can see if there is good chemistry and it is a strong fit for what they need and you can offer. I know other businesses that have been successful through cold calling but my preference is to connect through a referral or mutual contact where possible.
