You simply buy at wholesale and sell at retail, and in the book business, wholesale is typically 40 to 70 percent off of retail.
All publishers have a volume system, however, and if you start to deal in large volumes of sales, you can always negotiate a better rate.

How do I buy books from publishers to re-sell?
I want to start a web-based business selling books. If I buy the books directly from the publisher, do I have to pay them what I'm going to sell them for? My website will be similar to amazon.com but focused on travel books.
