The Government of Maharashtra and US-based enterprise AI software company Supervity AI have signed a Memorandum of Understanding (MoU) at the World Economic Forum (WEF) Annual Meeting in Davos 2026 to establish the Artificial Intelligence Global Capability Centre (AI GCC) Hub in Mumbai.
According to the MoU, the proposed AI GCC Hub will be located in Mumbai's Bandra Kurla Complex (BKC) and will function as an applied research and development centre focused on agentic artificial intelligence systems. The initiative aims to support global enterprises in transitioning from traditional human-intensive Global Capability Centres to AI-driven operational models.
The hub is expected to serve as a testing and innovation platform where multinational companies can design, deploy and scale multi-agent AI systems across core business functions such as finance, procurement, compliance, supply chain management and customer operations. Unlike conventional GCCs that rely largely on human execution, the proposed centre will focus on AI systems operating under predefined human policies and governance frameworks.
Under the agreement, Supervity AI will work with the state government to set up a dedicated agentic AI R&D facility, enable enterprises to experiment with AI-led operating models, and develop AI frameworks aligned with global regulatory and compliance standards. The collaboration also includes efforts to build an ecosystem of AI talent, technology partners and enterprise users.
As part of the initiative, the Maharashtra government will support talent development through institutional partnerships and training programmes. The plan includes training up to 25,000 AI engineers over time, with a focus on industry-specific applications for enterprise operations. These professionals are expected to support AI-driven transformation across various sectors.
In addition to the main hub in Mumbai, Supervity AI has proposed setting up four industry-focused spoke centres in different parts of Maharashtra. These centres aim to leverage talent from tier-II cities and regional research institutions while maintaining global operational standards. The hub-and-spoke model is intended to promote broader participation in the state's AI ecosystem.
The MoU also outlines plans for the Maharashtra government to explore the gradual adoption of AI-based operating models across 48 state government departments. This is expected to contribute to the development of a structured AI GCC framework for public sector operations.
